What shaped the defense transformation policies of NATO member-states? And what does this mean for the future of the alliance? In The Superpower, the Bridge-Builder and the Hesitant Ally, Rem Korteweg explores the impact of the strategic cultures of the United States, the Netherlands and Germany on their efforts to adapt their defense policies and armed forces in light of changes in the security environment. Transformation touched upon fundamental questions regarding the use of the military and the future of warfare in the late 20th and early 21st century. Rather than lead to cohesion within the alliance, defense transformation unearthed strong differences in the way in which the use of the military is understood in Europe and the United States.

La position géographique des Emirats Arabes Unis (EAU) au cœur de la zone du Golfe et en bordure du détroit d'Ormuz place le pays dans une posture très délicate au sein d'une zone où une guerre d'envergue internationale peut exploser à tout moment. Les Emirats se voient coincés géographiquement au centre d'un théâtre d'enjeux géopolitiques pétroliers et religieux planétaires entre des puissances militaires de très grande taille. Cette situation les oblige à adapter leurs relations politiques et militaires à ce contexte dangereux et imprévisible. Les Emirats ont fini, contre leur grès, par avoir un rôle géopolitique de loin plus grand que la taille du pays et sa capacité d'absorption. L'étude analyse ainsi le catalogue de menaces perçues par les émirats. Au niveau interne il s'agit d'une géographie désertique et d'un territoire à la profondeur stratégique limitée, d'une population autochtone réduite et rendue minoritaire dans son propre pays, qui est habité par une population expatriée proportionnellement très nombreuse dont certains pays d'origine sont 'à problèmes' tel que le Pakistan mais surtout l'Iran. Le pays reste aussi un assemblage interne fragile de principautés tribales mais est aussi le seul exemple vraiment réussi de fédération dans le monde arabe. Au niveau externe, l'Iran est perçue, à des niveaux différents étudiés, comme un grand voisin menaçant et qui requiert des Emirats une relation militaire très poussée et unique en son genre avec des " puissances protectrices " la France et les Etats-Unis. La dynamique de défense des Emirats Arabes Unis, couplée à la dynamique de projection de puissance des Etats-Unis dans le Golfe Arabo-persique, va mettre à jour dans cette thèse un système régional de maillons de défense américain dans lequel les Emirats jouent un rôle très discret mais primordial. Malgré tout, la politique de défense des Emirats Arabes Unis et les ressources pétrolières et financières du pays ne lui ont pas permis d'acquérir une capacité d'autodéfense réelle, en mesure de prendre la défense de l'Etat. Ce pays, et malgré sa politique d'armement impressionnante et dépensière à grès, reste incapable de maitriser son avenir géostratégique et ses relations avec les pays voisins. Si sa politique de défense à permis d'obtenir une force de dissuasion unique dans la région mais somme toute fragile, elle a aussi ouvert largement la porte à une implication américaine régionale démesurée, notamment à cause de la faiblesse des armées locales. The Geographic position of the United Arab Emirates (UAE) at the heart of the Gulf region and the Straight of Ormuz forces the country into a very delicate position where a major war with international implications can take place at any moment. The country is geographically stuck at the heart on an operations theatre between major military powers fighting for oil interests and where major religious beliefs clash. This situation forces the UAE to adapt its political and military relations to this dangerously evolving background. The UAE need-up, unwillingly, by having an important geopolitical role by far greater than the country's size or absorption capacity. The study analyses the variety of threats perceived as such by the Emirates, be it internal threats such as the desert nature of the country, its limited strategic depth or its small population reduced to a minority in its own country. A population that is as well formed mainly by expatriates, many of whom come from 'problematic' countries such as Pakistan and Iran. The UAE remain a fragile assembly of tribes. Nevertheless, it is the only successful Arab federation example. At the external level, Iran is perceived, at different levels, as a large and threatening neighbor, requiring the UAE to forge unique and in-depth military relations with countries such as France and the United States. The dynamics behind the UAE defence policy inception, coupled to the United States' impressive military power projection in the Gulf region, shows a ring of defence systems established par the Americans in the region and in which the UAE plays an important albeit discreet role. With its huge oil and financial resources, the UAE's defence policy does not seem yet capable of fully and realistically defending the country. With impressive military procurement achievements, the UAE cannot yet control its geostrategic future or the path taken in its relations with its neighboring countries. Its defence policy did allow it to obtain a unique aerial deterrence force in the region but the latter remains nonetheless weak. It opened the doors as well to more U.S. presence in the Gulf region because of such persistence weakness.
